What is Advanced TVET and Who Should Lead It?

 

One of the growing debates in Malaysia’s TVET landscape is what and who should lead Advanced TVET. But before that, an even more important question must be asked: what exactly is Advanced TVET?

Advanced TVET is a dual-axis workplace capability system that develops both advanced vocational mastery and advanced technical capability through hands-on industrial practice, applied analytical capability, workplace-based research, operational improvement, and real-world problem-solving.

To better understand this - we need a conceptual framework as seen below - it may be useful to conceptually separate TVET into two interconnected dimensions: Technical Education and Training (TET) and Vocational Education and Training (VET). This creates a dual-axis framework consisting of the Advance Vocational  (AV) Axis and the Advance Technical (AT) Axis.


The AV Axis focuses on advanced skills mastery developed through hands-on industrial practice, operational experience, and real-world execution. It produces highly skilled practitioners capable of performing complex work reliably under real industrial conditions.

The AT Axis focuses more on systems integration, applied technological development, workplace-based research, automation, and industrial innovation. It develops capability in areas such as troubleshooting complex systems, improving workflows, adapting technologies, and supporting industrial transformation.

Modern industries increasingly require both axes to work together. Sectors such as semiconductors, automation, aerospace, and smart manufacturing now depend not only on operational execution, but also on applied analytical capability, workplace-based research, troubleshooting, and continuous industrial improvement.

What is the difference between a Professional Underwater Welder and a Welding Researcher? Which is considered Advanced TVET?

The difference between the two axes can be seen clearly in the welding industry. The Advance Vocational (AV) Axis may produce a professional underwater welder capable of performing highly complex welding tasks in real offshore environments through advanced hands-on mastery and operational experience. The Advance Technical (AT) Axis, meanwhile, may produce a welding researcher focused on improving welding systems, automation, materials, and industrial processes through applied technological development and workplace-based research. 

Hence, both the Underwater Welder and the Welding Researcher above comes from the world of ADVANCE TVET, but they lay on different axis.

Together, both axes represent different but interconnected forms of Advanced TVET.
Both axis have their own version of ADVANCE TVET.
